MRS MAY WTO RULES APPEAR SO SIMPLE

Apparently WTO rules are so simple.  We apply 10% to exports.  Those who import apply 10% to their goods.  This uncomplicated system is exactly what businesses want.  No need to pay expensive negotiators!  SOUNDS TEMPTING!
